I'd seldom see this in the UK because of the draconian Health & Safety laws . . but that does not mean it don't happen, of course !

And perchance, an improperly grounded electric tool, or one plugged in with a ground-fault interrupter? If it was me, and I was wearing those shoes, I'd be on the ground within about five minutes.
